OBS Build 32 Monitor and Output bugged (broken)

When updating to OBS Build 32, the Advanced Audio Settings toggle for setting an audio source to “Monitor and Output” does not function as intended and appears to be broken.

Expected behavior:
When an audio source is set to Monitor and Output, the audio should be sent to both the monitoring device and the final output (recordings and live broadcasts).

Actual behavior:
In OBS Build 32, enabling Monitor and Output sends audio only to the monitoring device. The audio is muted in the final output and does not appear in recordings or live broadcasts.

This issue does not occur in earlier versions of OBS. In Build 31.1.2 (the last release prior to Build 32), Monitor and Output works as expected, correctly sending audio to both the monitoring device and the final output.

This regression in OBS Build 32 results in unexpected and incorrect behavior, resulting in a detrimental impact to more advanced complicated broadcasts, and should be considered a critical bug that requires resolution.

Monitor and Output, and Monitor Off are not working as intended, and seem to have swapped behaviors.

I'm also having this issue and it was throwing me for a loop for such a long time until I did some recording tests. Something about the latest build has completely swapped how they work. Normally, I have my source set to Monitor and Output so I can hear what the stream is hearing adjust as needed. After finally updating to Build 32 the other day, something was borked and stream could no longer hear it.

After doing some tests with recording, when I have my audio source set to Monitor OFF, the recording picks it up just fine. But when I set it back to Monitor and Output so I can also hear it, it goes mute in the recording.

I have already done a bunch of other basic tests such as changing my settings, monitoring device, etc. and nothing has fixed it.
