Obs bitrate stable then drops to unstable in 20 seconds

Hi! I recently switched to a new ISP due to the old one causing internet issues.
When i started stream using the new internet my bitrate went stable then dropped to 900kbps and the back to 1000kbps but unstable
I havent changed any settings and havent installed any new applications or anything watsoever
When using the old internet stream is stable and doesnst cause issues but when switching back to the new internet it causes stability issues in the bitrate and frame drops.
When doing an internet speed test on the new Router i get the speeds i am paying for which is better than the old ISP's speeds.
Just wanted to know if this could be an issue with the new ISP or new Router?
I have attached logs in case it is actually my mistake
Edit: Could this also be an issue with my PC network drivers?

Should be 1G. Check cables, ect. Mobo support page if drivers are needed or link below.

10:44:50.996: [rtmp stream: 'simple_stream'] Interface: Intel(R) Ethernet Connection I217-LM (ethernet, 100↓/100↑ mbps)
10:45:44.763: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 164 (10.8%)


I would also:
Disable Game DVR
Disable HAGS
Connect all monitors to the 1060
Lighten the load on that 10YO CPU. Your tests are really short but audio lag is usually an indication of system overload.
10:44:49.489: adding 618 milliseconds of audio buffering, total audio buffering is now 661 milliseconds (source: MusicClone)
Clean-up the SE/Java Script errors

FYI, your iGPU is no longer supported by OBS, last version for support is v27.2.4.

Sonar is already installed....

tried everything
When i stream with the new network it gives me the bitrate issues but when i stream with the old newtork it doesnt give me errors at all and my perviouse internet is WORSE than the new one
