Bug Report OBS bitrate spikes during stream

I have been streaming Fallout 4 recently and I have my bitrate set for 1900.
for the last 2 weeks,Occasionally the bitrate spikes to amounts above the set bitrate,sometimes to 4,5 or 6k kbps,
and that causes my stream AND computer to freeze,any idea what can cause this problem?

You probably have it backwards. Your computer freezing is likely the cause of the bitrate spiking, since OBS has to send out the queued up data all at once. Otherwise, your internet is unstable or you need to try a different server.
