OBS at idle loads the video card

As it was written above, in this case OBS in idle ( JUST OPEN, WITHOUT RECORDING, STREAMS, VISUAL, etc.) loads the video card at 30-40% and when recording the load rises to 70%, before this was not so I decided to look for an answer, In all this as an encoder for recording used codec H264 on the processor i9 11400, as well as on the codec H265 NVENC similar situation nothing changes

From what I tried:
1. Reinstall the video card drivers
2. Check the computer for manners
3. Reinstalled the system
4. Roll back to an older version of OBS
5. Change the recording settings

task manager bases its load calculations against the CURRENT clock speed of the video card, not the maximum. You need to rely on better tools like GPU-Z to identify if the card is actually being overloaded

It shows everything the same, but there is also information that the GPU frequency increases every 15 seconds from 340 to 1430. and I wrote here because I can't find a solution.
