Question / Help OBS 0.651 Beta Quick Sync i7-4790K issue

I think that I might have found a problem with OBS 0.651b related to Quick Sync with the intel 4600 graphics. I am doing a local save not streaming and I have tried quick sync with a few machines with no problems but with my most powerful machine i7-4790K trying to write with a 30000 bitrate, the preview window and play back of the video you can see that there are big pauses. If I drop my bitrate to 7000 it seems to work ok. I'm not sure what is going. I have a GTX 970 but not sure if it is the combination of things that is causing an issue or what. I have updated the BIOS and the intel graphics driver. The only thing that I have not tried is to go back to an older version of OBS. I just found where I can get the older version. I was just hoping that someone else could try and see if they have an issue with quick sync.

Please only post once per issue. This is the same issue you are having on your other post with more details. it would be best to copy these details and place them in your other post and delete this one. that way, you have all your answers and comments in once place.
 
MattP, i have the exact same issue, and i posted here few mounth ago and no one has come with a solution and i strugle since then.
I`ve had a 3770k and Intel Quick Synk worked as a charm, when i upgraded to 4790k, i could not use the same settings. The local record was awful, even if on my screen i was running the game at 60fps, in the recording are less then 30.
I try Nvidia Nvenc now but i cannot get a good quality from it. And x264 is just too fps eater.
