I made a full post about this issue yesterday but I'll re post it here. Check the bottom and see if the OBS video is the same issue your having.

For a few of my friends and I OBS has stopped producing videos and steaming as well as it used to. In fact the videos are quite horrible with constant freezes/choppiness every few seconds but the quality looks fine. I have tried numerous settings even though the settings I had worked great for ages. I even reinstalled OBS in hopes it would start working properly again like it used to but no luck.

I know my way around OBS fairly well and the settings I am using should and did work great. This is more of a heads up to the devs so they can fix it. In game my frames are perfectly smooth but the videos and stream come out all choppy.

Fraps recordings come out fine btw

This has been posted so many times, and it's never really taken seriously.. I can't stream half of my games normally because of these bugs... Devs just keep replying to 'lower' the settings or that it's not a bug, but in a case I had it streamed perfectly fine at exactly 60 fps, but not below or sometimes -even above it-... My specs are fine, I shouldn't have to lower my settings on a PC that can play the newest games at over 60 fps steadily, while when trying to stream Modern Warfare 2 it just doesn't work after trying thousands of things

Well i had pretty much the same issue, didint matter what setting i would use in obs it would be choppy. I ended up uninstalling the latest nvidia drivers and went back to the previous version 359.06 and then reinstalled obs. Everything seems to work fine now. Im on windows 10 by the way. Maybe this will fix your problems as well.
