Ok now this is getting severely frustrating only being able to type 1000 characters since the log itself is much more than 1000 characters. So, 3rd time typing this just gonna leave out the log completely until you ask for it. I've looked up the "Warning: Taking too long to encode, skipping frames!" and tried every possible solution even the lap top ones (I have a desktop computer).
Basically what happens like most: Start streaming fine for 1-5 seconds then it either freezes or goes black with the warning message. I've messed with every possible setting watched countless youtube videos scoured the forums and I still can't seem to fix the solution. You guys are really good at costumer service or what I've seen at least and I would just like to thank you ahead of time even if you can't help me fix my problems because you're taking your time to try and fix my problem. So, thank you. If you need any logs or information just let me know. Audio works fine its just the video. I've tried windowed mode and game capture, literally each one. Any form of help would be greatly appreciated, thank you.

You can always just attach the log or use the help menu and link the log, or pastebin.com even. If you could give it to us one of those ways, we could help much more easily.

And it's no longer a matter of black screening. I think now its just taking really long to catch up. Like I will focus on the game and click something and it'll take a while to catch up or freeze, then I click the application and drag it to the middle, wait about 4 seconds then it's caught back up. Could this just be my internet?

That system is pretty terrible for streaming unfortunately, hence why you are getting this particular problem.

1.) Your CPU, though xeon, is a pretty old xeon that only has two physical cores. This is the primary cause of frame skipping. You were trying to run the stream at 720p, you need to downscale at least 2.0 or more, and possibly even use 'superfast' or 'ultrafast' x264 CPU presets in advanced in addition to that.

2.) Your GPU is ancient, and on top of being ancient, one of the much less powerful of those ancient models. This will greatly reduce capture performance, because the capturing and compositing is handled by the graphics processor.

It's just a really poor system to use for streaming in every aspect other than CPU clock speed. I'm really sorry to have to tell you this.
