Question / Help No log issues. Perfect Preview, Laggy Twitch Stream

First question I have is that I notice in the Log File that it says I'm running at 3.4 ghz when I have OC'd this to 4.2 and correctly shows up in dxdiag. Do OBS logs not pick up on OC speed?

I used to be able to stream GW2 perfectly fine with OBS about 2 years ago. Only thing that has changed since then is my internet but I would imagine even though I do not have FIOS anymore, this internet now is acceptable. I am currently trying this on GW2 settings all the way down and still doesn't work.

Could it be a Windows 10 issue?

Laggy stream how?

Whenever I move around it is not clean looking like it is in my OBS preview. If you want me to stream to show you I can in about 10 minutes if that would help. I am running GW2 on worst settings and still awful in Twitch

High motion will pixelate when you're using bitrates that are too low, and in the case of streaming to twitch, it's extremely difficult to get bitrates high enough to prevent it.

It isn't pixelated. It just pauses for half a second or so. Maybe i just need to update video card...Just don't get why it was working before but not now. Also it looks amazing in the preview
