Question / Help No Dropped Frames, Choppy Stream

Attached is a recent test stream.... it's pretty unwatchable for online purposes.

PC:
Intel Quad Core i7-6700HQ 2.6 GHz Processor
Ram: 16gb DDR3L
GPU: nVidia GTX960M 4GB

I'm using Streamlabs OBS. Game settings are good enough I can get 60fps when playing...

I've set my stream at well below 2000 for the bit rate, frames at 30fps, downscale to 720p, internet connection is 75mbps up and 15mbps down

Ignore the first few failed stream connections; I entered the wrong key.

Any help would be appreciated.

If it occurs in both OBS and SLOBS, you are lagging frames. Review your Windows Gaming Settings, GAME MODE, Game DVR, Game Bar, see my signature for more details on how to disable game mode for your version of Windows.

If after disabling Game Mode you still have issues, you will need to reduce your games GPU load by using the frame limiter if it has one, enabling V-Sync, or lowering some GPU bound settings.

If you are watching your own stream on the same computer, don't do this, this will cost you GPU usage that you cannot afford to lose.
