Question / Help No dropped frames but low FPS

Hey Guys,
Im having the problem that OBS' shown FPS randomly dropping, even my CPU ist not even 15% used. Just the FPS, no frames are shown as dropped.
So I did the OBS Log Analyzer and it told me OBS has:

• Not enough CPU/GPU resources available for OBS

How can i fix that? There shuold be enough resources available. I'm also including my log file.
