You've got a million of these messages in your log:

Which means your internet upload speed isn't enough for what you set your bitrate at, or something else is hogging your bandwidth, or your ISP is lying to you. You need to lower your bitrate until those messages no longer appear in your log file.

It could also be a Twitch problem, or a problem in the middle of the internet somewhere that has nothing to do with your ISP or Twitch. There's a thread around here somewhere that helps people with connection issues. But in the USA at least, Twitch is pretty good and its usually a problem in the person's own house or with their ISP.

Maybe. Or maybe that's not enough. You can look at the log files yourself and see if those messages are still happening. If they are, lower it some more.
