Question / Help New to OBS, looking for setting advice

Hey everyone, I have recently been interested in starting to stream, but unfortunately my stream seems to lag constantly, and it also lags whatever game I am playing. I am looking to see if perhaps this is just my settings, and not the fault of my computer. My graphics card is an Nvidia Geforce GTX 760, my upload speed is 30.61 Mbps- I had someone tell me this is too slow to stream and wanted to check on this as well. If anyone has any advice on what to set my FPS and bitrate too, it would be greatly appreciated. Any other advice is also appreciated.

Could you define what you mean by lag? Also I probably wouldn't advise 1080p with a high FPS. 1080p 30fps is recommended if you use 1080p, or 720p 60fps if you favor FPS over resolution. Reason why is because most viewers cannot decode 1080p faster than 30 fps anyway due to flash being rather poor performance.

It just seemed to jump around a bit while playing, as compared to when I don't run the stream. Also, do you have any suggestion on what bitrate to go with? How do I move it down to 720p by the way? Is that in video settings, could that be what downscaling refers to?

That is indeed what downscaling refers to. So the lag is on your end, not just the stream itself?
