New at streaming
here are some of my spec's before I go on about what issues i'm having.

8gb ram
amd x4 955
gforce gtx 650
11 mbps upload and 20 mbps download

There is a link of the best i've made my stream be able to run but thats not enough, It's still choppy do any of you have any ideas on what I could do to improve

According to that log, the stream isn't performing that badly, and the VOD looked about as I expected it to. Perhaps it's the 25fps that makes it look choppy to you? Can you run at 30?

You did have a few late frames though, perhaps try 30fps and downscale to 480p.

I am running downscale to less then 480p like 1 toggle under, Is the quality watchable if I were to stream regularly or should I do something to fix it

"Watchable" is entirely subjective. You'll have to be the judge of that.
