Question / Help [New Rig]CS:GO 300FPS drop to 200~150(unstable) using OBS.

Hiya!
My friend has been streaming for a while and just bought some new parts for the computer, now when streaming and playing CS:GO at the same time the computer has some serious FPS problems(not sure if any previous working settings has been changed after the new setup, EXCEPT from activating NVENC with minor success).

OBS Vers.:32-bit Windows Vers: 64-bit

New GPU got newest drivers.

New parts:
Geforce GTX 980
i7-4790K


Old parts:
ASUS Geforce GTX680 2GB
Intel Core i7-3770K
ASUS P8Z77-V Deluxe

I'm sorry for the lack of information, it's all I could collect for the moment.

Really appreciate input, wether it could be an OBS problem or hardware problem.

Encoding is resource intensive, this result is to be expected. I suggest limiting the FPS, no need for 300FPS anyway.
 
If you require zero performance impact and care about stream quality you'll want to look into building a 2PC setup, otherwise you could probably use Quick Sync or NVENC. Expecting to continue playing at 300 FPS using x264 on the same CPU that runs your game is unreasonable, so if that's the route you plan to go then capping your FPS is more or less a requirement.

My friend has been an active streamer with the old rig for over a year with an constant 240~FPS during streamsessions, I don't think that after upgrading an i7 3770k to i7 4790k(Updated info) and GTX680 to GTX980 to set your FPS to lower than it was with the older CPU.(?)
Is the 3770K more fit for streaming or is something I have missed.

The i7-3770K had a more stable framerate while streaming.

Does OBS have an known problem with 4790K CPU's or can anyone find a faulty OBS setting or could it be that the hardware is faulty itself?
If you have 64bit Windows but run a 32bit OBS software could that cause FPS(I'm guessing it's an CPU issue since CS:GO and OBS use alot CPU) instability?

have you disabled the preview on obs?

and did you make sure you dont have any flashplayer running in the background e.g. your own stream
