Question / Help New PC but Poor OBS performance

So I used to use a Alienware auroa desktop from 2009 for streaming and I got pretty good quality out of it, I mainly stream console games at 720p 60fps with the Avermedia Live gamer HD and a 95/95mbps connection. I would use Faster as my preset as my old i7 970 processor wouldn't allow for more, I just built a new rig and I can't seem to hit 60fps in obs and in some cases crashes.

new pc specs:

i7 4790k oc'd at 4.5ghz
16gb corsair vengeance ram
GTX 970 GPU
Samsung evo 250gb ssd
1tb HDD

Im able to play games in great quality but it seems my streaming isn't going well. Im bouncing around 35-45-51 fps when i stream xb1 content at 3000 bit rate and faster encoding. I've tried to set it to medium because I assumed my new pc could handle it but if i go lower than medium i've had freezes and crashes. Any advice? I'd like to use heavy encoding for console streaming and im not sure where my problem is.

I've seen this happen before, and I'm not sure exactly why it happens, but does disabling the OBS preview help? (right-click the preview window and disable)

No it did not help. Heres the log for it. Im still sitting at 50 and 51 fps.

Is your keyframe interval at 2, change your encoding profile to high, same for process priority class that might bump it up, whats your CPU, GPU usage like when you stream your games?

all those settings are what I use. Honestly If im streaming Halo at 30fps on medium encoding I hit like 30% cpu. Even when i try to stream pc games on faster or very fast it doesn't' go over 40%. Im so confused on why Im not getting 60fps 720p from this rig i built
 
Is the game on the console 60FPS 720P? Might work out matching everything as it could just be an issue with the game, OBS as far as I know only records at what the screen/game is so if the game is 600P it will only stream 600P

Ah, it seems I misread your log. It actually seems that the slowdown is coming from the part of the process that loads textures onto the GPU. You only appear to have the Live Gamer HD in the scene, so all I can think is that somehow, the Live Gamer HD is running very slowly. It's certainly odd, though, because the LGHD should be able to run plenty fast enough. Are you sure it's seated properly and in a fast PCIe slot? How is your GPU temperature?

I could honestly try to reset it into my pci slot but the thing is, I recored some 720p 60fps gameplay with REC central the software it comes with and It looks great. So that's what Made me rule out the theory of a bad install on the hardware. not sure what my gpu temp is my cpu temp floats around 70C when I try to stream on medium. which is understandable. For the usage its only getting to 30 something odd percent at 30fps. But even when i try to stream pc games on faster or veryfast with game source or monitor cap i still dont get 60fps

Comparing OBS recording to RECentral is not a fair comparison, because all the encoding happens on the card itself, and it doesn't have to go through a DirectShow filter. I would be curious to see some logs where you were capturing other things besides the Avermedia, though.

This is me trying to stream csgo in low settings and rust. Also I will try to put my Avermedia card back in again.

I apologize for barraging you with replies, But just a update, I removed my avermedia LGHD and Moved it to a different pci slot and double checked to make sure it was seated properly, Im still having the same issue. The card shows up fine, Streams at 30fps fine but will not make it past 51 ish when im actually streaming. Its just blowing my mind. I spent a lot of time and money building This PC for the new wave of next gen console shooters coming out so i could stream them in 720 60fps. Im going to compete in AW and MCC and My old pc could stream 60fps. needless to say im just frustrated.
