Question / Help New PC Build

Hopefully I am in the right section. Since I haven't posted in over a year.
I currently have a i7 3820 4.5GHz with GTX 670's. Dual.
I am wanting to build a new PC. I want to be able to run 60FPS while streaming in 720p 60FPs or 1080P With 30fps. Without ever going under 60fps.

Please post be a good build. Thanks.

Dual SLI graphics?

The best option is to use both PC with one running game and the other have a capture card for streaming. Stream only PC should have powerful CPU, but only need a compatible graphics. intel integrated HD graphics for second generation i series or newer is compatible and good enough for OBS.

EDIT: perhaps I should say what my computer build is...
For my PS3 and PS4 stream/record:
i7-2600
Asus P8H77-M CSM
AverMedia C027 (does not support 1080p)
AMD Radeon HD 7350 PCI-E (too slow for PC gaming)
4 monitors, 2 from intel HD graphics 2000

I can use either intel graphics or AMD graphics for OBS capture card stream/record.
