Question / Help New PC Build and having fps issues

So my new build is a intel i7-5820k 3.3ghz 16 gigs of 2666 ram motherboard is asus x99-a and video card is a gigabyte 970 nvidia card and i feel like i shouldnt have any issues with fps even on the lowest setting on obs im still getinng fram drops under 30 i upgraded so i could stream better quality but i hope i didnt chose the wrong parts maybe hopefully some one can help
