Question / Help New OBS Update, I need help with recording settings!

So I haven't used OBS in like a year, and I've noticed there has been an update where everything looks different, especially the settings. And every guide I've seen for 1080p 60fps recording is on the older updates where everything looks familiar. So can someone please help me with an updated guide, as I'm a noob when it comes to setting up OBS.

PC Specs:
i5-3570
GTX 970
16 GB Ram
120GB SSD
1TB HDD
1080p monitor

There are my computers specs, in case you want to edit the guide to my specs so its as good as quality as possible, without a huge drop in frames.

Yeah none of those help me, I end up getting lost because there isn't an "Encoder" section anymore, nor can I find where to make it so that it records, not streams.
