Question / Help Network upload enough for streaming without any latency?

Hello guys,

I've got a issue about streaming.
Basically everytime I try to stream, my ping goes hardly up, from 30-60 to 700-900. This is because I have a bad network or bad pc or bad settings?
I've got 7/9 mbps of download and 0.7/0.9 mbps of upload.
I'm from Italy.
My laptop specs:
Intel Core i7 - 3537U
nVidia GeForce 720M
8 GB RAM

What I need to do? I tried to find on google, no solutions..
I don't pretend a full HD stream, but at least 360p or 480p, if it can reach 720p would be better without any lag (as network not PC)
 
No, that's not enough, not even for those low resolutions, it will look like crap. Get a better internet plan.
