my specs are:
My laptop specs are (WIndows 8)
- HP Envy TS m6
- Processor: AMD a10-5745m apu with radeon(tm) hd graphics (4 cpu) ~2.1gh quad core
-Memory : 6144mb ram
- Chip type: AMD radeon 8610g

I am having problems with my stream, when trying to stream, the stream freezes. I am trying to stream Euro Truck Simulator 2 and the Multiplayer.

I messed with all sorts of buffer settings, and video settings and some make it slightly better, and some make it worse.

Any opinions?

CPU never went above 30-50, not seeing the issues.

You're streaming at 12fps, so it's already a naturally low frame rate. You're also dropping enough frames to make it noticeable. Check this thread for tips on that: https://obsproject.com/forum/threads/dropped-frames-disconnecting-lag-read-this-first.8870/
