Question / Help Need Input PC/Laptop

Hello everyone,

So I've been streaming for about 2 weeks now (consistently) and have gotten my stream settings to the best that I think I can considering my set up. I have a few questions and hopefully someone will be able to explain (this may be a long post so bare with me). First of all I've been using the Roxio Game Capture HD Pro with the window capture (still hoping OBS Studio will support it and it comes soon lol). I'm also using an Asus K53E laptop with an i5-2430M 2.4GHz CPU, 4GB RAM, and Intel HD 3000 graphics (yes, I know, horrible). Now, I have a pretty good upload of 4Mbps and realize I could stream 720p...just I'm not sure this laptop could pull it off.

I say I don't know if the laptop can pull it of because, with the Roxio not being supported I have to run the Roxio software for the window capture and with that and OBS running my CPU is pushed to 100% and if my downscale as anything higher than 1.50 I get the encoding error. Would it even be possible to do 720p with said laptop? The quality is good, just trying to see if I can get better.

Another thing is, we have a family PC. Specifically the Dell XPS 420 with an Intel Core2 Quad 2.33GHz CPU, 6GB RAM, and an AMD Radeon HD 4670 Graphics Card. Would it be better to stream with this PC as opposed to my laptop to pull better quality? As I said, the quality I have already is alright with me so it doesn't matter too much, but if I can get better quality I would prefer it.
