Question / Help Need help with two things in OBS

First thing; I need help knowing which settings to use. I used to have no problem streaming with 2700 bitrate 720p-30fps. and now sometimes I lose FPS while even previewing and then after streaming for a while. I don't exactly know what information to submit in here to help with that. But my PC specs are:
CPU-Intel i5-4570 @3.20 GHz
GPU-GeForce GTX 650 Ti Boost.
8 gigs of Ram.
and dual screen monitor setup.

Also, second question. Any reason why my computer picks up and records everything so loud when I use OBS to record, but when I watch my VoDs. They can be quiet sometimes?

Updated* dont worry about the audio. I have fixed that. My big problem right now is that without changing any of the settings in OBS, I went from being able to never drop FPS in World of Warcraft, to not even being able to preview it without it dropping to 6 FPS. (in OBS. no loss in game)
