Question / Help need help with streaming - old PC and slow upload

first of all i would like to say hello to the OBS community,
the question is how to get a nice quality stream with these things, is there something i could change in my stream settings? i would like to stream a few single players games which are 10+ years old

PC :(
amd athlon x245 2,90 GHz
gts 450 512 mb dd5
6gb ram

i have just made a test speed:
download speed: 10.47mb
upload speed: 1.19mb

+ Encoding:
Use CBR [yes]
Quality balance: 9
Max bitrate (kb/s): 950 Buffer Size (kbit): 950
Audio: AAC, bitrate 64

+ Video:
Resolution is 1440x900 and downscale: 720x450, fps: 25

+ Broadcast: NL, amsterdam - i heard that frankfurt is overloaded (i am living in middle europe)

CPU preset: very fast

First of all, make sure you manually download the 0.554 update, since the updater was accidentally disabled in 0.553.

You're fortunate that you're not dropping frames, streaming at a bit rate so close to your upload speed. It looks like you're pretty much doing all the right things so far to maximize quality at low bit rate (25fps, low downscale resolution). If it doesn't overload your system, you can try the "faster" x264 preset, but I'm not sure how much it will help. Other than that, your stream is pretty much as good as its going to get.

i am also having the same problems. i have about the same upload speed and download speed but i cant seem to get my OBS setting to match my internet so i can stream with no lag? any help would much appreciated
