Question / Help Need Help With Settings And Such :) Plz N Thanks!

Okay Well I stream 90% of the time i have really no issues apart from some things. and Here they are then i will get onto My Specs, Internet and such

So im streaming by Window Capture for Hauppauge Capture program, I downscale to 720, I use 3000, 3000 for Max Bitrate and such. Once and awhile ill have a massive frame rate drop, then it will just stop or i have to restart the stream and it magically fine when if i didnt stop it would have kept going. the next issue is High Encoding, so if anyone can help me with anything Here are my specs, and My internet specs. once again i usually stream and have absolutley No problem, even my chat tells me Everything is fine besides the massive FR drop occasionally (which im starting to think isnt on my end) The high encodeing is def on my end

If anyone can help with settings and High Encoding issues please I would be so Thankful you dont even know, ive lost so many viewers due to some things, im pretty sure ive gotten most of the settings right from doing things on my own and the stream giving feedback! but any more Help would be awesome Sorry for the book guys, but I love streaming, and i dont want to stop. and the only people who can Help is the people who know this program and have been in my Shoes once again thanks so much!

High Encoding, take a look at the sticky at the top of the Q&H forum.
To give more accurate advice, please post a logfile from a live streaming session, from the Help menu in OBS.

As a note, it's strongly recommended that non-Partnered streamers use 2000kbps at most, to allow the widest possible viewership without buffering; 3000 is much too high, and a large chunk of viewers will buffer constantly.
This is enough for a 720p@30fps stream with watchable quality, and is considered the "golden point" for non-Partners as it is the best tradeoff between resolution, smoothness, and image fidelity.

Far as the random massive frame-drop, shot in the dark, don't stream over Wifi if you are; it's not designed for high-throughput applications, or meant to be a replacement for network cabling. If you aren't going over Wifi, try a different server to see if that fixes the issue.
