Question / Help Need Help with OBS Settings

Can't seem to get my OBS settings right where the quality isn't pixelated. I am attempting to stream Counter-Strike: Global Offensive on Twitch. Playing on 1920 x 1080 in-game (native resolution), getting +250 fps. Current settings include: 3,100 max bitrate, 1920x1080 with resolution downscale, and that;s about it.

Computer Specs:
i5 4690k @ 3.50 GHz
GeForce GTX970
8 GB Ram
1920 x 1080, 144Hz
Windows 10 Pro

Used TwitchTest and got +10,000 kbps on multiple tests to the server I am connecting to on Twitch (US East: Chicago)

If you insist on streaming at 720p60 then 3500 Kbps is about as good as the quality will get. You should also be using vsync or some other type of frame rate limiter, your log shows that your GPU is being maxed out which will cause performance issues in OBS.
