Question / Help need help with 1080p stream settings

I have constantly played around with the OBS settings, and cant seem to find a 1080p settings that doesn't have blur to it. I watch people streaming the same game as me in 1080p without any issues at all. I have linked a log, so you could look throuugh the pc specs (the settings might not be right since I tried alot)

Well I'm not an expert, but isn't the Video Bitrate kinda low at 3500 for 1080p.
And you have an i7-4790K and a GTX 660, yet you encode with x264 and 30fps.

I get it that the picture quality should be better with x264 than using Quicksync or nvenc, but at least the 660 should take at least 1080p60 with 50000.
You could try these settings for offline recording.

I should've been more clear, I have no interest in local or offline recording at all. The reason I have the bitrate at is because I've read around that 3500 is the cap for non partnered streamers.

The last session in your log didn't show any problems at all. The 3500 bitrate will cause your viewers to get a lot of buffering though.

its not lag, just the fact that the stream looks blurry almost seems like 480p while running dungeons and etc....
