Question / Help Need help setting up video settings

Hi just like the title says i need help setting up my video settings
I have tried some things but stream keeps buffering for viewers

My specs are:
CPU: AMD FX 8320
GPU: GeForce GTX 750
Upload speed: 13Mbps
Download speed: 95Mbps

I am looking for 720

I stream
Blender: 3d modeling
and csgo

Do i need 2 settings setups for those? (1 for blender, 1 for csgo?)

Multiplatform I believe allows you to capture to hard drive at higher settings than your stream settings.

You can also run two instances of OBS at the same time, one to stream with and the other to save to disk.

720@45 typically needs 3000-3500 to look good. That being said, you have a few duplicate frames and low res gaming often uses more CPU than normally so that leaves you with an issue.
I personally would drop your fps to 30, and unfortunately, you are already in the recommend range where you shouldn't cause buffering for users via higher bitrate. as for those users that are buffering, you've done all you can by havings 200bitrate so there is nothing that can be done.

if i change my resolution in game to 1920x1080 will i get a better result?

so going for 2000 bitrate 720@30 is the most i can do?

so going for 2000 bitrate 720@30 is the most i can do? thats not what I said, but for quality, lowest chance of viewer buffering, and all around decent CPU usage, that is the safest. you can go higher, but in order to increase resolution or fps, you'll need more bitrate, which might cause more people to buffer. Understand?
