I would probably start with a bitrate of 2000 (buffer the same), CBR activated. For Audio 128kbps is normally enough.
The stream resolution depends on your monitor res. But if you have a 16:9 screen you could use the dropdown to downscale it to 720p (1280x720). Probably 30 fps should be fine. The rest of the obs settings should be on default to start testing. Just make sure under Audio your microphone is selected if you want to use that.
