In the future, it's much better to just post a log file. That gives us a snapshot of your hardware, all your settings, what devices you might be using, and highlight any issues you might be having.

Anyway, 720p24fps at 2000 bitrate for WoW is not going to look a whole lot better than that. WoW is a game where your full scene is almost constantly in motion, and when you add spell/lighting/particle effects on top of that, it's very stressful on the encoder. If possible, I really recommend bumping your bitrate up to 2500, and sticking to a more normal 30fps. While the increased framerate does give a tiny loss of quality per frame, the higher motion will add more perceived quality in the end.

If you have the CPU resources to spare, you can try changing the x264 preset in Advanced to Faster or Fast, but note that this will *greatly* increase CPU load.

Just on a side note:
I'm not sure how AMD systems work or how they are configured properly but:
RAM: 8.00 GB Dual-Channel DDR3 @ 578MHz seems a bit odd to me. (the speed of that memory)

With that processor you should be able to run faster memory or perhaps only have to configure it properly to get more out of your system.
