Question / Help Need help improving quality!!!!

My stream is smooth, but the quality doesnt look like its 720p60. Can somebody please tell me how I can improve my streams quality!? On my Sleeping Dogs stream I used game capture. But, on my LOL stream I used window capture for the main menu/champion select, then game capture for when i was actually in the game.

PC Specs:
i7 4790k
Gtx 770
16 gb ram

You should lower your bit rate to 2500 if you are streaming 720 or at least that is what twitch is. And uncheck allow 61-120 fps. You are streaming at 60fps.
