I doubt you were streaming with that hardware and those settings for over 1 year.
Your CPU is by far not powerful enough to encode 1440x810@60 with faster preset.
You are also using a capture card and then window capture for lol I assume?
resolution is also rather odd when your native resolution is supposed to be 1920x1080
Best you can do is hope that NVENC works acceptable with your notebook and stream 720p30 (1280x720) or use x264 but downscale by 1.5 and also back down to 30 fps instead of 60 and use preset veryfast or superfast instead of faster.
