Question / Help Need help! Frame drops despite good PC / Upload

PC: Processor: AMD FX(tm)-6300 Six-Core Processor. 3.50 GHz - 8GB Ram

Speedtest: Ping 8ms - Upload 20.86ms

I keep experiencing frame drops when I try to stream at a reasonable 30FPS.
The drops go as low as 26 at times, and I don't understand what's causing this.

I use an XBOX One with Elgato Capture Card, and don't stream any PC games. The only other site I have open is Twitch for chat, pausing myself on my own broadcast. The images below are my settings in OBS.

Any help is greatly appreciated, as I am not a very computer-y guy.

don't disable aero and post a link to your OBS logfile from a session 5 minutes or more like this

Disabled aero (not sure what that did) and uploaded my log file from just now.
Code:
Aero is Disabled

uncheck disable aero from video tab of settings and use a windows aero enabled theme.

as for your gpu. it would be best to run both video outputs to your R9 200 series primary GPU instead of one on each.

set base resolution in OBS video tab to 1920x1080 as well and lower webcam resolution to 720p.

Have unchecked disable aero in the video tab. How do I use a windows aero enabled theme?

Both video outputs to my R9 200 series? Again, how do I do this? (Sorry, I know my way around computers but mainly the basic stuff)

I went into properties for my webcam, and checked 'custom resolution'to 1280x720 with 30 FPS.

if when you checked it, the desktop changed, that is all you need to do, windows themes can be adjusted in windows control panel, go check out google for that.

you have two GPUs in your PC. one is an AMD the other is a much older nvidia. plug both monitors to the AMD card then you might have to add the second monitor in windows display properties after you do this.

and for the record, your PC is on the low end of the spectrum as for streaming and/or recording games. A 6 or 8 core AMD would be best for streaming even with a dedicated rig.

Other thoughts:

Increase scene buffering to 1400ms (advanced tab)

enable a 1ms buffer for the elgato video capture device properties (double click on your elgato in sources)

post a new log after you've done all of this.
