Question / Help Need help for performance stream

Hello !
So i want stream on twitch, i discovered that my gpu has a AMD VCE support. So i try to use this with OBS ( with Rocket League ), but the frame rate fall below 30 fps. I try with x264 and the frames are at 35 fps. I don't understand why i have much fps losses, because i have a adsl connection , so i stream on 480p. This resolution is not very greedy, i think.
So can you help me for configure obs ? (AMD VCE or not )

My configuration :
i5 4690k ( not OC)
amd radeon hd 7850 2go
8 GO RAM
Windows 10

Did you try using quicksync on regular OBS instead of VCE yet?

Better than vce for quality per bitrate, yes.
