Question / Help Need help fixing up setting Choppy stream quality

I've been testing the settings on OBS these past 3 days and i am not able to get goood quality on my stream. My monitor is Mag innovision 19"inch i believe and the max resolution is 1280x1024 (5:4) and now matter how much i downscale it still choppy. I've also tested 1920x1080 (16:9) and downscale it to the lowest but still no good.

heres my comp spec:
i7-4770k @ 3.5Ghz
Geforce GTX 550TI 1gb
8gb ram
ultra lsp v2 550w PSU ( http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=7850412&CatId=1079 )

My internet speed: I'm from San francisco

lets make it easy... dont even think about streaming with that kind of internet connection, it is simply not going to happen in a decent way

but i really want to stream. the stream doesnt lag when i view it but the graphic is choppy. can you experts help me optimized my setting with what i have? Like should I set the CBR quality to 0 since i have poor UL speed or change my resolution/ resolution downscale or setting stuff in advance, etc etc

Go to your ISP and let them check if you can get a higher upload speed.
If not - change your ISP.
I would not start streaming below 1500kbps upload. I have only 4mbit/s (3900kbps real) and i set my bitrate to 2800kbps video and 128 audio (and YES, audio bitrate will be added to the video bitrate, think about it) - this does not affect my ping ingame and i still can use voice communcation like TS3 without hitting the limit.

For now you can record your gameplay and put it on youtube etc (but uploading high quality videos will be painful with that slow upload).
710kbps is simply not enough for streaming, even if you turn ANYTHING else off what is connected to the internet. People will be not happy with the quality and you will be sad too.

the quality may be on the low end side but it still watchable as there no lag, just a little choppiness. the thing is i just want to optimized as much as i can with what i have until i get better internet in the future. i know i can reduce the quality of the video but I'm not sure if I'm inputting the correct settings. Can't someone here help me out? I really want to stream

We need a log file from sessions where you've tried. Posting screenshots of your settings is unfortunately does nothing to assist. You should never post screenshots of settings, always a log file. A log file contains not only settings, but an immeasurable amount of other useful data that we need to diagnose the issues.

do i need to upload all my log file or just the recent one?

btw: how do i get 64-bit OBS. i just straight up download the 0.613b beta and installed it and it's 32-bit

First of all, your bitrates are waaay too low for streaming or recording as people have stated. The choppiness is most likely due to the fact that you're using monitor capture, which is the most inferior capture method for windows 7. I would recommend enabling aero, and using window capture or game capture for whatever it is you're capturing, unless you're actually needing to show everyone your whole monitor for whatever reason.

its acutally still very watchable its not that bad. i always switch to game capture when streaming League of Legends. no one uses monitor capturing? Cause after every game i switch back to monitor capturing. Should i only be using windows capture for game queuing and game capture for streaming in game?

How is my resolution? My monitor max is 1280x1024 but i input 1920x1080 as my base resolution in the OBS video setting instead and then downscaled it. Should i be doing that or use 1280x1024 and then down scale?

With my low bitrate should i be using:
-the lowest downscale option?
-CBR set to 0?
-in advance tab, should i set x264 CPU preset to faster or fast since i have a pretty good computer or just leave it at default?

LoL uses about 20kbps
your stream is set at 380kbps
giving you roughly 400kbps being used with an overhead of about 300kbps give or take.

your main issue is likely that LoL installs something called media booster.
this is a client that makes your computer, pretty much a torrent client for their game files, sucking up all your bandwidth it can. this shady practice is one of the main reasons i'd never install this game again.

anyways uninstall that program, your laggy video should stop.

other than that, make sure nobody else is able to use your internet, this will cause even more problem as they also will be stealing your bandwidth.

some extra tips.
set filter, under the video settings to, lancozos
under advanced set your preset to medium.
these two items will greatly improve your stream quality.

I set advanced preset to medium
i cant filter under video to lancozos cause im using the lowest downscale size for 1920x1080. Should i be using that as my base resolution or use my original 1280x1024?

Base resolution in OBS should be 1280x1024 then, and try with 2.00/2.25/2.50 downscaling see which looks best with that bitrate. But if you then get lags ingame and high ping you will have to lower the bitrate and probably even downscale further :/
