If you are streaming to Twitch and are not a Partnered caster, the recommended maximums don't change.
720p@30fps, 2000kbps, x264 encoder on Veryfast (or slower).

It appears you're already using this in your first logfile, but switched to 1920kbps for some reason in the second one.
Also please note that there have been a few recent reports of problems with strexm.tv, as it appears you're using their service. There's a good reason many casters keep their overlays/alerts/resources local, instead of relying on a remote server.
