Question / Help My stream!

Hey guys! I got a question, i got an asus pc with the specs:
-Processor: Intel Core i5 (5th Gen) 5200U / 2.2 GHz
-VideoCard: NVIDIA GeForce 920M - 2 GB DDR3 SDRAM
When I start to stream my quality is good but when i start to run my stream is like freezing you see that in this video: https://www.youtube.com/watch?v=Xs5x5LN8lFE

I have no experience with youtube but isnt 35000kb/s a bit high for a livestream. That coul be probably for sure noone really watching without buffering like hell. I believe if its youtube you could use 5000kbit/s without problems. I believe your cpu is also not realy strong for that

Its alot better now but he is still freezin... is there something i can change? like the cpu present downscale or something? @FaHu
