speedtests are useless when it comes to streaming due to the starget bitrate needing to be consistent over a long period of time. http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester run this test for your region and post a screenshot of the results.
Wait, did you say that your viewers are lagging? twitch might be receiving packets out of order which is why its not recommended to stream over wifi or even wireless phone

try 2000 bitrate. I dont know why but maybe with your bitrate is to low and not flowing steadily to the internet. be weary that wireless streaming will not be constistant nor will viewers always have a good stream from you anyway.
run the test a few times. maybe even the long test and make sure that the traffic is constistand results.
