My Stream is stuttering really badly, but I don't appear to be dropping frames. CPU usage is also pretty low.

Run the Auto-configuration Wizard (tools menu) and apply the settings it gives. Restart OBS and test again.
Do not change this settings.
 
Thanks, I'll try that. I noticed that I'm sometime getting CPU usage spikes. Like it'd be at 9/10% and then jump to like 60-70%. Do you know why this would be? Again I've not changed anything so I'm a little unsure.
