Yea, you are pretty much set. In general we currently recommend to stream at 720p resolution, especially for 60 fps. Although you have a great upload, your possible viewers might not have such a great download, and to get a good visual performance for everyone thats a good starting point.
So I would recommend to start with a bitrate of around 3000kbit, keep the base resolution to your monitor size, and use the downscale dropdown (if your monitor uses a 16:9 format) to output 1280x720. Thats pretty much it, for the configuration, then setup your scenes, and of course sources (check the help file, quickstart or overview guides and/or youtube videos) and then you can test what your processor is capable of.
Since you have a powerful CPU you can probably increase the compression (and thus increase the quality of your stream) by selecting a "slower" preset. But do this step by step. In the advanced settings of OBS you see the x264 encoding preset. Default is "veryfast", that will probably just tickle your CPU a bit, but it depends also on the games you play on the PC. So best is to keep an eye on your CPU usage in the task manager, run your most demanding game for example, you want to stream later, and see if everything runs smooth on faster, then on fast, if that works fine try medium.
I guess medium preset will be the farthest you can go. And then, have fun streaming. Of course if you have a question, be sure to ask us :)
