Question / Help My Livestream Keeps Buffering. Is It On My End?

Just got my elgato game capture HD a few hours ago. I've been using OBS to stream PC games for many months now so I do know how to use the program. I was using the elgato software, and then tried it with OBS to see if that was the issue, but it still buffers constantly.

It's all setup and appears to be working fine with both my Wii U and PS3, but I'm getting told my stream video buffers every 30 seconds or so for about 5-10 seconds on Twitch.

Is there anything I can try on my end to stop this from happening or is it on Twitch.tv's end and I'll just have to wait till they fix their stuff?

I'm streaming in 720p 30fps. My upload rate is 5.6 Mbps according to testmy.net's 33MB upload test. I set Max Bitrate and Buffer size both at 2000.

UPDATE: Well I was trying to get the problem to happen again for a log post, because I accidentally deleted the ones I had, but it doesn't seem to be happening anymore. Go figure.

If you are not dropping any frames, then the buffering is because you can't download the stream fast enough from the Twitch delivery servers (which are separate from the ingest servers) for any number of reasons, almost all of which are outside of your control. Basically the only thing you can do on your end is to lower bitrate until it stops buffering.

Buffering problems like this will come and go throughout the day, based on ever changing network conditions. Just remember to keep in mind that internet connections are NOT always exactly the same from day to day, or as you've noticed, even hour to hour.
