Internet Speed : 30MB Download / 4MB Upload
Computer Specs :
AMD FX 8150
GTX 760 2GB
16GB DDR3 1600 RAM (currently set at 1333)
64-bit Windows 7 Ultimate
=====================================

With those specs, what should I set my settings to if I wanted to stream League of Legends?
What capture device should I use? Game/Window/Monitor?

If you guys need to find out something else about my computer just ask.

I would use Game Capture, runing league of legends in borderless mode.
On encoding just Use CBR on and Enable CBR on, max bitrate not more than 2500 kbps (maybe 1800kbps can be fine). At video you set the base resolution of you screen (i hope it's 1080p) and then use a Resolution downscale to 1.5 (1280x720) FPS to 60.
Click ok and you can start streaming.

Btw if you manage to order your scene like this :

You will not have to switch between scenes.

What does that kbps mean?

You know speedtest.net gives you the answers in mega bits (Mb) and kb doesn't really mean anything. Kb would be kilo bits and KB would be kilobytes. I'm assuming it means one of those?

17.3 Mbps is either 17,715.2 Kbps or 2,214.4 KBps so there's a big difference.
