Question / Help My game's fps deteriorates at seemingly random times when I have a second monitor hooked up to my PC

So this is the first time it's happened, but I've been having issues as of late with my second monitor (which is a pretty meh HDTV). I just noticed this the other day while streaming (because lately i've only needed one monitor) and I actually had to stop stream because of it. It starts out completely fine, and then after about 15 or 20 seconds it goes to 50 fps, then 40, then all the way down to a low of 30, and randomly spikes back up after about 5 seconds. My preview screen looks fine and there are no dropped frames according to OBS.

When OBS is not in either preview mode or streaming my games never drop below 60 even with the other monitor. Does anyone have any idea what gives?

Is it the resolution of my second monitor being different (because in the past I had it at 1920x1080 but it doesn't like being upscaled because the letters get really hard to read so I just put it down to 1600x900) that's causing an issue?

I'm just really confused. I tested it today without the second monitor with no issues.

EDIT: Okay so currently i'm trying out some games with changing the res of my second monitor to both native (1920x1080) and 1280x720 and they both had no frame reductions... I'm still not sure why this issue exists but I guess it's sort of solved for now?
