It may sound ridiculous, but when I try to change my enconding options (Bitrate stuff like that) it just ignores my changes and resets what I've just changed once I've clicked on "Apply" and reopened the window.
Sounds like a permissions issue, where OBS doesn't have the rights to actually save your config file. Can you run it or maybe install it as administrator? Can you install it to a location on the hard drive where your computer account has write rights?
