Multistream Quality Isn't Consistent

Specs:
--CPU: AMD Ryzen 7 3700X 8-Core Processor
--GPU: AMD Radeon RX 6700 XT
--Resolution: 1080p 60fps

Hey all, so I am having an issue with any time I try to multistream to Twitch and YouTube (I've tried with both OBS Studio via Restream and with Streamlabs; recently converting to OBS Studio). Whenever i multistream, my Twitch streams look GREAT and have no issues, but my YT streams are very inconsistent and fuzzy at times-you can see it most clearly by watching my webcam. This especially happens if there's a lot going on onscreen.
In order to stream on both platforms, I use a bitrate of 8000. My upload speed can easily handle more than that; I've streamed to just YT using a 13000 bitrate and it's great. But I can't stream to Twitch at that high a bitrate. I've tried changing encoders (used both software and hardware), I've tried lowering the frame rate (which caused the video to lag terribly), and I've gone down multiple rabbit holes of internet research trying to find an answer, since I've seen people do really good multistreams before. Idk if they just have access to something I do not, or if there's a fix I can use. It's hard because the Twitch streams again look great, so it feels like it's just a YouTube encoder issue, but idk. Please help! Lmk if more info is needed; here are my current encoder settings.

You should contact restream for support on this issue. As you say, when you stream directly to Youtube it goes well but not via restream.

You can also try a plugin that does this multi stream from within OBS without using other services. Make sure you have the version compatible with the OBS version you're using, like with any other plugin.

Re: your first comment, I'm not sure that it is indeed a restream issue per se, since when I did it with Streamlabs I was using Streamlabs Ultra to multistream. I'm pretty sure I've gone directly to YT with the same bitrate and such and it hasn't worked (though that's worth trying). When I spoke to Restream about this before, they actually recommended an even lower bitrate than what I'm currently using (they said 6000 since that's supposed to be what Twitch caps at)

Re: the second point, that plugin sounds useful. I imagine that puts a strain on things from a network bandwidth standpoint?

AFAIK, unless you are a partner, twitch doesn't re-encode your stream but YouTube does. If both are receiving the same input, YouTube will always look worse.

Can you please explain about Twitch re-encoding the stream for partners? I don't think I have heard of this.
