Adding -multi to the command line will do it. You can also add -portable so the settings for the second instance are independant.. So you could have OBS copied to another folder and run it as a separate program
Two different builds isn't a problem either, I do the -multi -portable thing and sometimes mix the latest normal version for the capture to disk with the alpha test version for the stream, or vice-versa.
