Question / Help MSI GT70 2PC Dominator stream lag for viewers

Hello guys my name was Maik alias Carnifexe and im tryin to stream lag free it works well except of following problems
(Sorry my badly english im from germany and its hard to explain my self)

System:
MSI GT70 2PC Dominator
Intel I7 4800QM 4th gen. / Intel HD 4600
Nvidia Geforce GTX870M 3GB
killer nic e2200 network card
8GB Kingston
Windows 8.1

Settings:
OBS are on the nvidia panel USE Nvidia Graphic Accelerator
Download :: 46.7 Mbps Upload :: 9.22 Mbps
50.000 Connection from 1und1

Codec:
Checked: Constant CBR, CBR Padding
3000/3500
Codec AAC 44,1kHz 96bit stereo

Video: Nvidia GTX 870
1920 / 1080
Scale 1.50 @ 1280 / 720

Nothing else set

No laggs ingame but the users told me about some stocking stream and hangs alot of time
so i checked it with my mobile phone with the twitch app and yes it hangs hard i need very help from you guys

Edit: Wait wait, you say you have Windows 8.1 but your log file says you have Windows 7. Are you trying to run OBS in compatibility mode? Check your shortcut and turn that off before you do anything else.

Make sure you're running the latest Intel and NVIDIA drivers from https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=24245&lang=eng&ProdId=3720 and http://www.geforce.com/drivers/results/77841

After updating your drivers double-check that you still have things set up like this for both OBS.exe and QSVHelper.exe - https://obsproject.com/forum/threads/laptop-black-screen-when-capturing-read-here-first.5965/

Try setting a lower resolution and frame rate in OBS, for example 1280x720 at 30 FPS.

Try using a different Quick Sync preset under Settings > Advanced to see if it makes a difference.

Using Quicksync, Deactivated Win 7 Compatibility Mode, 12080 /x720 at 30 fps was allready on.
3000 / 3500 bitrate
Quicksync Preset 3 at encoding profile high

nothing changed

If you are having problems and are using a laptop, see this thread for advice.

If you are using SLI or Crossfire, you may need to disable it for compatibility with OBS.

Possible slow server

The server you are streaming to (rtmp://live-ams.twitch.tv/app) took 939 ms to connect. This may mean your connection or the server is slow, or the server is far away from you. If you are using twitch.tv, you may want to try using JTVPing to find an optimal server.

Slower preset in use

You have changed the default preset to fast. Using slower presets can result in late frames and high CPU usage / low FPS. You should only change the preset if you are sure you have the CPU power to spare.

what do you mean by "it hangs"? do you mean the stream is buffering? because you are using a 3k bitrate and i assume you are not partnered on twitch

im not a partner but whats the point about ?
Some other new streamers arnt lagging without a partner and 3k bitrate wasnt high for a 10mbit upload ?!
but just hints what to do that are no preloads will came will be better for now :)

So last tests was bitrate from
1000/1000
1000/1500
2000/2000
2000/2500
3000/3000
3000/3500
Nothing changed just 10+ preloads for the users
Server changed to the 4 servers with the best ping etc
i think its about the quicksync but dont know well settings for...
