Question / Help Monitor capture as "video capture device"

On my previous install of windows i was able to select monitor capture as a "video capture device"
and can't seem to find how to set it up anywhere
since i am on a laptop i have the same monitor capture problem as everyone but this solution seems the best for me but just can't seem to find how to do it
any idea's how to do this?
 
OBS has never exposed your monitor as a capture device. This came from some 3rd party software.
