i use astro a40s to play my voice in my stream, and when i listen to it playback on my stream, it sounds like im using an xbox kinect (sounds like im really far away and like a robot), but when i record with my elgato on the elgato software it is perfectly fine. i have been looking forever and cannot fix this problem

Post a logfile from a live streaming session, from the Help menu. There's a reason it asks for one whenever you open a new thread in Q&H. We actually do need it to see what's going on, on the back end.
On a side note, OBS takes the raw microphone input, without any audio processing, for best quality when handed a clean, high-quality audio source. The Elgato software may feed it through the normal Windows mic filtering.

Set your webcam's audio device to Disabled in its source properties. You're intaking the mic audio twice at present, and the cam's timestamps are bad, leading to the audio going to crap after a while.
Your mic is already coming in through the Microphone channel like it should be, there's no need to set it as the webcam audio source too.
