I have set the key frame interval to "2" in obs new settings and initially it was telling me that the stream qualilty was now excellent, however it is now saying that my keyframe interval is 2.37 seconds and my quality is only acceptable. Is there a way to make sure it doesnt go over 2?

Settings -> Advanced -> Enable CFR. This will make sure of it and typically shouldn't affect your stream in a negative way. Should it do so however feel free to disable it again. Acceptable is just what it says, Acceptable. It will not prevent anyone from seeing your stream other than mobile devices and the vast majority of viewers are still using a full PC to do so.

Yes, but actually if you use the new version of OBS that was just released, you can just enter 2 seconds into the keyint field and not have to mess with custom x264 settings.

But doesn Twitch now also require CBR? So how does that go along with CFR, I have heard that these two settings do not go so well with each other!?

The CFR + CBR bug was fixed a long time ago. I have been using them together for months.
