Question / Help Max Bitrate Issue

Hi all, since i've changed my ISP i've tried to stream something. Now i've a 30d/3u connection and i want to stream 720p@30fps.
I've downloaded the latest version of obs and set the max bitrate to 2000kb/s, but everytime this value is exceeded and even reach 3000kb/s. Of course, I start lagging on bf4.
I would like to know why this happens.
Why if I set the max bitrate to 2000 under some circumstances it reach the max upload that I have?

I've used AMD VCE due to my cpu (i5 2400). I could understand if there was a small increase in the use of the bandwith, but it reach the limit too much and i don't understand why.
 
Oh yeah. The VCE branch is mostly there for those trying to stream from a potato (eg: an AMD APU). Extremely poor-quality compression, and I'm not sure how well it sticks to bitrates as it was mostly a 'get it working' feature as far as I know. Swap back to x264 Veryfast (or Superfast). An i5 should be enough to cope, even if BF4 is a ridiculously badly-coded game.

I'll give it a try when I come back home from work, but i don't think that my cpu could afford it. Even with gta5 i reach max cpu usage when i try to stream with x264.

I've tried, nothing changed too much. The bitrate still reach the max of the upload, and with x264 i've noticed some stuttering (even if i set superfast to x264 encode).
Still don't understand why the max bitrate value isn't considered by OBS...
 
Seems like for 720p, 2000kb/s isn't enough cause it always exceeded the limit.
I've tried to limit the band to 2000kb/s via software (netlimiter) and i've noticed that i've lost a lot of frames
 
It actually means average bitrate. So the bitrate will dip below and above the value you set. What is you your audio bitrate? You have to consider that too.

Upload :: 2.7 Mbps 338 kB/s from the test, and audio bitrate is 96. I understand that is impossible that the stream always use 2000kb/s and not more but it exceed to much for me.
 
The displayed rate is not the bitrate but actually the upload rate.

Try a buffer lower than your bitrate. This will decrease the variability in the "constant" (but not really) bitrate that you set. Try 2/3rds or half of the bitrate as you buffer value.

Tried with 2000/500 seems work, i've to test it better.
 
Nope, nothing changed at all... still reaching the max upload value of mi bandwith even if i set 1900 max bitrate and 300 buffer size.
Someone have to explaine me why this happen, why the max bitrate value doesn't work properly....
I'm using AMD VCE but is the same with x264, this is my settings:

Nothing changed, so for 720p a 3mb/s upload isn't good, even if i set max bitrate to 1900, the max upload available is always reeched
 
Should not be like this. I use 3500+128 audio, my max bitrate in OBS jumps maybe to 4200kbps.
Make sure that your upload is consistent!
You can use 2000+96 without any problems, even your ping would not go up, maybe just a bit (like 10-20ms increase).
